Navegante served as the developer and interim operator of one of the world’s most successful casinos, Casino Niagara in Niagara Falls, Ontario. The Company was founded in 1995 by Larry J. Woolf. As a key member of the Caesars World executive management team, Woolf opened Caesars Atlantic City in 1984 and served as Senior Vice President of Operations, prior to being named President of Caesars Tahoe. In 1990 he was named Chairman and CEO of the MGM Grand Hotel and Casino, and began the process of creating what would become the first $1 billion+ property -- the largest facility of its kind in the world.
